Some Asians in the police and in Government jobs have been accused of blocking the crackdown against so-called honour killings.
It is alleged they are not only failing to help desperate women trying to flee abuse and arranged marriages but are actively encouraging punishment for those they believe are breaking traditional taboos.
Terrified victims who seek official help are even being tracked down by a network of Asian men working in Government departments and social services, according to a study written by the think-tank Social Cohesion.
One woman was found by her family after she signed on at a Jobcentre where a member of the Asian community was working.
The report also claims some Asian police officers actually return women to their abusive families or refuse to act against men enforcing 'traditional' roles.
Meanwhile, non-Asian officials and police officers are scared of acting against families who abuse their relatives for fear of being branded as racist, the report says.

Muslim medical students are refusing to obey hygiene rules brought in to stop the spread of deadly superbugs, because they say it is against their religion.
Women training in several hospitals in England have raised objections to removing their arm coverings in theatre and to rolling up their sleeves when washing their hands, because it is regarded as immodest in Islam.
Universities and NHS trusts fear many more will refuse to co-operate with new Department of Health guidance, introduced this month, which stipulates that all doctors must be "bare below the elbow".
The measure is deemed necessary to stop the spread of infections such as MRSA and Clostridium difficile, which have killed hundreds.
Minutes of a clinical academics' meeting at Liverpool University revealed that female Muslim students at Alder Hey children's hospital had objected to rolling up their sleeves to wear gowns.
Similar concerns have been raised at Leicester University. Minutes from a medical school committee said that "a number of Muslim females had difficulty in complying with the procedures to roll up sleeves to the elbow for appropriate handwashing".
Sheffield University also reported a case of a Muslim medic who refused to "scrub" as this left her forearms exposed....
Dr Charles Tannock, a Conservative MEP and former hospital consultant, said: "These students are being trained using taxpayers' money and they have a duty of care to their patients not to put their health at risk.
"Perhaps these women should not be choosing medicine as a career if they feel unable to abide by the guidelines that everyone else has to follow."
But the Islamic Medical Association insisted that covering all the body in public, except the face and hands, was a basic tenet of Islam.
"No practising Muslim woman - doctor, medical student, nurse or patient - should be forced to bare her arms below the elbow," it said.

Even though bigamy is a crime in Britain, the decision by ministers means that polygamous marriages can now be recognised formally by the state, so long as the weddings took place in countries where the arrangement is legal.
The outcome will chiefly benefit Muslim men with more than one wife, as is permitted under Islamic law. Ministers estimate that up to a thousand polygamous partnerships exist in Britain, although they admit there is no exact record.
The decision has been condemned by the Tories, who accused the Government of offering preferential treatment to a particular group, and of setting a precedent that would lead to demands for further changes in British law.

Les deux femmes porteuses de ceintures d'explosifs qui ont été tuées, vendredi 1er février, sur deux marchés bondés de Bagdad, entraînant la mort d'au moins 91 civils irakiens, dont de nombreux enfants, et blessant plus de cent autres personnes, savaient-elles qu'elles allaient elles-mêmes y laisser leur vie ?
"Pas sûr", indiquait peu après le double attentat - le plus meurtrier commis dans la capitale depuis six mois -, un porte-parole de la police irakienne, précisant que les ceintures d'explosifs avaient été actionnées à 20 minutes d'écart, par quelqu'un d'autre, via un téléphone portable, et que les deux "kamikazes" étaient "mentalement dérangées de naissance" et connues comme "les folles du marché" dans leurs quartiers respectifs.

Dhimmi
Le terme dhimmi habituellement traduit en français par allié ou protégé, désigne un sujet non-musulman dans un État régi par la charia, la loi musulmane.
Le terme dhimmi s'applique essentiellement aux gens du livre (Ahl al-kitâb), qui, dans le champ de la gouvernance islamique, moyennant l'acquittement d'une capitation (jizya), une certaine incapacité juridique et le respect de certaines règles édictées dans un "pacte" conclu avec les autorités, se voient accorder une liberté de culte restreinte ainsi que la garantie de sécurité pour leur personne et pour leurs biens.
L'expression Ahl adh-dhimma désigne la communauté des dhimmis.
La jizya est l'impôt que devaient payer les hommes pubères dont les dhimmis vivant en terre d'Islam et qui étaient largement majoritaires dans les territoires nouvellement conquis par l'Islam.
Cet impôt de capitation trouve son fondement dans le Coran :
« Faites la guerre à ceux qui ne croient point en Dieu ni au jour dernier, qui ne regardent point comme défendu ce que Dieu et son apôtre ont défendu, et à ceux d'entre les hommes des Écritures qui ne professent pas la vraie religion. Faites-leur la guerre jusqu'à ce qu'ils payent le tribut de leurs propres mains et qu'ils se soient soumis. »
Certains oulémas imposent toutefois la jizya à tous les non-musulmans, et défendent ainsi de les tuer en dehors du temps de guerre. L'attitude habituelle des dhimmis est, à plus ou moins long terme, la conversion sincère ou apparente, qui permet d'échapper à cet impôt. C'est une des raisons pour lesquelles tous les pays soumis à la Chariah voient leur population non musulmane disparaître, diminuant d'autant les rentrées fiscales, et encourageant à de nouvelles conquêtes.

A shuttle driver has filed a complaint with the FAA against the Salt Lake International Airport, saying officials allowed thousands of religious services to be conducted on public property. Muslim cab drivers began praying in a small airport building used as a break room after 9-11, because, the airport says, they became targets, with people yelling at them and throwing things.

Shuttle driver Jeff Brueningsen took photos inside the building he and other drivers share at the airport. "It was definitely an Islamic center." He said it didn't feel right, so he filed a complaint with the FAA against the airport.
"In proper, polite company you never bring up politics or religion. And they introduced both instantly into what's supposed to be a professional, secular transportation-aviation facility," Brueningsen said.
In the complaint he details claims that he was harassed by a group of Muslim drivers who he says have threatened to kill him. It came to a head earlier this month when Brueningsen says Mohammed Alahmed and other drivers attacked him.
"They were going like this, using their fingers, saying, ‘You F-ing Jew, you don't want us to pray here,'" Brueningsen says.
